Section 1.1The name of this organization shall be "The Sons of the Republic of Texas" ("SRT").
ARTICLE II - ORGANIZATION, CHAPTERS, DISTRICTS AND KNIGHTS
OF THE ORDER OF SAN JACINTO
Section 2.1 The SRT is a perpetually chartered Texas nonprofit corporation, governed by elected officers.
Section 2.2 The SRT is comprised of individually chartered chapters. ("Chapters").
Section 2.3 Chapters may be grouped into geographic areas ("Districts")
as drawn by the President
General.
Section 2.4 The Knights of the Order of San Jacinto ("Knights") is an honorary entity of the SRT
and is more particularly set forth in Article XI.
ARTICLE III - CORPORATE SEAL
Section 3.1
The SRT seal ("Insignia"), as depicted
below, is described as a single
star of five points covering the sun's rays and is encircled
by sheaves of olive and oak branches with a band engraved with "The Sons of the Republic
of Texas" surrounding the whole. Three five point stars are at the bottom of the band. The Insignia shall be of gold with the banded lettering having a background of blue enamel.
Section 3.2
The Insignia is trademarked and shall not be reproduced
without the express written consent of the SRT. Other versions
or uses of the Seal must be authorized by the Executive Committee for use in
print, electronic and clothing applications.
The purpose of the SRT shall be to perpetuate the memory and spirit of the men and
women who achieved and maintained the independence of Texas, set the young Republic upon its high course
among the nations of the world and finally secured its admission as a state of the United States of America.
Section 4.2- Mission.
The mission of the SRT shall
be to:
(a)
Encourage research and publication of historical records and documents
prior to and during the Republic of
Texas;
(b)
Foster the
preservation of historic sites, documents and artifacts, prior to February 19, 1846;
(c)
Participate in community activities, which remind the public of its Republic of Texas heritage; and
(d)
Organize, promote, publicize and commemorate the observance of the following historical dates of the Republic of Texas.
Texas Statehood Day - February 19
Texas Independence Day - March 2
Fall of the Alamo - March 6
Goliad Massacre - March 27 (Palm Sunday 1836)
San Jacinto Day - April 21
Battle of Nacogdoches - August 2
Texas Ranger Day - August 5
Texian Navy Day - 3rd Saturday in September
Battle of Gonzales - October 2
Battle of Concepcion - October 28
Stephen F. Austin's Birthday - November 3
Siege of Bexar - December 9
Section 4.3 - Goals.
The SRT shall organize and promote public recognition of dates and places of historical significance to the Republic of Texas with monuments
and other appropriate signage or events.
(b)
One of the "Committeemen" will be the Immediate Past President General.
ARTICLE VII - NOMINATION, ELECTION,
INSTALLATION, TERM, REMOVAL AND SUCCESSION OF OFFICERS
Section 7.1 - Nomination.
(a)
The nominating
committee shall be appointed by the President General at the Winter Quarterly
Meeting and shall consist of three (3) former Officers;
(b)
A Member desiring to be considered for office shall submit in writing
to the Office Manager, a resume of his SRT service, including offices and positions held. The resume shall include the office, which he is seeking. The Member
shall submit the resume on or before February 1, to the Office Manager. The
Office Manager shall forward the resume to the chairman of the nominating
committee for consideration;
(c)
The nominating committee shall receive the
resumes and may select additional names of Members who have rendered valuable service and have expressed willingness for future
service; and
(d)
The nominating committee shall report and present the recommended candidates for office to the
Spring Quarterly Meeting and Annual Meeting.
Section 7.2- Election.
The Officers shall be elected by a majority vote of the Members at the Annual Meeting.
Section 7.3 - Installation.
The oath of office shall be administered
to the Officers by a Past President General, following the Annual
Meeting.
Section 7.4 - Term.
The Officers shall serve for a term of one (1) year or as set forth in the Bylaws.
Section 7.5 - Removal.
An Officer may be removed
from office upon a majority vote of the Executive
Committee for the following reasons:
(a) An absence from two (2) Quarterly Meetings, unless otherwise
excused by the President General.
(b) Physically or mentally unable to execute the duties of his office.
Section 7.6 - Succession.
(a)
Should the President
General be unable to complete his term, the First Vice President General shall fill the unexpired term. Should the First Vice President
General be unable to fill the unexpired term, the Second Vice President General shall fill the unexpired term. Should the Second Vice President
General be unable to fill the unexpired term, the Executive Committee shall
select an Officer as successor to
fill the unexpired term.
(b)
Should an Officer be
unable to complete his term, the President General, at his sole discretion,
shall appoint a Member to fill the
unexpired term.
All meetings shall be open to all Members, except as otherwise stated herein:
(a)
Annually, a Members meeting ("Annual Meeting") and four Executive Committee meetings ("Quarterly Meeting") shall be
held. The Spring Quarterly Meeting may be held concurrently
with the Annual Meeting at the discretion of the President General;
(b)
The President General shall determine
the date and place of the Annual Meeting and all
Quarterly Meetings;
(c)
The Annual Meeting shall be held on or before April 21;
(d)
All meetings shall be conducted according to the Robert's Rules of Order, unless otherwise
stated herein or as may be set forth in the
Bylaws; and
(e)
Only Regular, Life and Senior Members may vote at the Annual Meeting.
Section 10.2 - Quorum.
A quorum shall be maintained during the Quarterly Meetings and Annual Meeting as follows:
(a) Five(5) of the nine(9) Officers of the Executive Committee shall constitute the necessary quorum for a Quarterly Meeting;
(b) Twenty-five(25) Members and no less than five(5) Officers of the Executive Committee
shall constitute a quorum for the Annual Meeting.
Section 10.3 - Executive Session.
The Executive Committee shall meet in a closed-door session for the following reasons:
(a)
Annual employment review of the Office Manager;
(b)
Removal of a Member or Officer;
(c)
Selection of recipient(s) of awards as set forth in the Bylaws; and
(d)
Other matters deemed necessary by the President General or the Executive Committee.
Section 12.1 - The SRT is committed to conducting its business, purpose, mission and goals in
accordance with:
(a)
All applicable state and federal laws ,rules and regulations; and
(b)
The highest sense of integrity, honesty, loyalty and truthfulness.
Section 12.2 - Members shall conduct themselves civilly
and with respect for their fellow compatriots in a manner that does not compromise the stated SRT purpose,
mission and goals.
(a) Conducted on the basis of the calendar year; and
(b)
On a cash basis.
Section1 4.2 - Accounts.
The funds in the general
operating account shall be used to pay operating expenses, debts, or any other type of claim or liability of any nature. All funds maintained in separate accounts
or investments, which are designated for a specific use, award or Life Membership are held in trust and can only be used for that
specific purpose.
An Officer as set forth in the Bylaws may present the following awards:

Section 15.2 - Honors.
(a) The following
honor may be presented by the President
General, at his sole discretion, as set forth in the Bylaws.
President General's List
(b) The following
honor may be presented to any Member
who served on active duty in any branch of the United States armed
services or is currently enlisted.
Veteran Medal
Section 15.3 - Certificates.
A Chapter as set forth in the Bylaws may present
the following certificates.
Chapter Certificate of Appreciation Eagle Scout Certificate
The SRT shall not lend its name to or make any publication or position
on political issues except those which may relate to matters
of Texas history or the SRT's
purpose, mission or goals.
Section 16.2 - Donations.
The SRT shall make no donation or cash contribution to any political issue or politician, for any
reason except as authorized in Section 16.1.
The articles of this Constitution
may only be amended at the Annual Meeting by a two-thirds (2/3) vote of the Members present. The Bylaws require a simple majority vote of the Members
present at the Annual Meeting to be amended. An amendment shall be administered in the following manner:
(a)
Any proposed amendment(s) shall be submitted
in writing on or before September 1,to the Bylaws Committee for review;
(b)
The Bylaws Committee shall report with recommendation the proposed amendment(s) within thirty (30) days of the Winter Quarterly Meeting for
review by the Executive Committee;
(c)
The Executive Committee shall vote on the proposed amendment(s) at the Winter Quarterly
Meeting; and
(d)
The proposed
amendment(s) as approved by the Executive
Committee shall be communicated to the Members,
at least forty-five(45) days prior to the Annual Meeting.
Section 17.2 - Adoption.
Any amendment receiving the necessary vote for passage shall become effective immediately.
Section 17.3 - Supremacy
Clause.
Should any article of the Bylaws or part
thereof conflict with any article(s) of the Constitution
contained herein, the article(s) set forth herein shall be supreme and controlling for all purposes.

SRT BYLAWS
ARTICLE I-CHARTER
Section 1.1 - Grant.
(a)
Upon the submission of an application and recommendation of
the Secretary General, the Executive Committee shall vote to consider granting a Chapter charter; and
(b)
Once granted,
Chapter officers shall be elected and the results reported to the Secretary General.
Section 1.2 - Application Requirements.
The charter application shall contain the following:
(a)
The reason(s )deemed necessary for formation
of a new Chapter, including the name of the
proposed Chapter;
(b)
The names, addresses, telephone numbers and signatures of no less than ten (10) Members expressing their willingness to
transfer their primary Chapter membership affiliation to the proposed Chapter; and
(c)
The completed application shall be forwarded to the Secretary General.
Section 1.3 - Reactivation.
The Executive Committee shall reactivate an inactive Chapter's
charter upon a written request submitted to and approved by the Secretary General. The request shall
contain the following:
(a)
Names, addresses, telephone numbers and signatures of the seven (7 )Members
wishing to reactivate the Chapter; and
(b)
The names of the proposed Chapter officers and other information
describing the frequency of meetings to be held, meeting location, and dates.
Section 1.4 - Revocation and Inactivity.
(a)
The Executive Committee may suspend, inactivate or revoke a Chapter's charter for failure to:
(1) Submit a Chapter annual report before the Annual Meeting as set forth in Section 2.3;
(2) Elect officers as set forth in Article 2.3 (a); or
(3) Support and promote the mission, purpose and goals of the SRT.
(b)
Should a Chapter be declared inactive or a Chapter's charter be revoked, as set forth herein,
the Chapter's treasurer shall submit a final accounting of Chapter funds and forward the funds from the Chapter's account to the Office Manager within
thirty (30) days of Executive Committee electing to revoke a Chapter's charter
or to inactivate a Chapter; and
(c)
Should a Chapter request reactivation
within one (1) year of the date of a
Chapter becoming inactive, the Chapter's funds shall
be returned. Otherwise, the funds will
become the property of the SRT.
ARTICLEII-CHAPTER ORGANIZATION
Section 2.1 - Officers.
Each Chapter shall have a president, secretary and treasurer, together with other such officers as deemed necessary to perform its
duties.
Section 2.2 - Election of Chapter Officers and Term.
(a) Elections of officers shall be held on or before March 1;
(b)
The term of office shall be for one (1) year;
(c) Officers shall be elected by a majority vote of the primary Chapter Members present;
(d)
Dual Chapter Members may not hold elective office or vote on any Chapter matters; and
(e) Should an officer be unable to complete his term of
office, the remaining Chapter Officers shall appoint a primary Chapter Member
to fill the unexpired term.
Section 2.3 - Annual Chapter Report.
(a)
The annual Chapter report shall be submitted to the Office Manager
before January 31; and
(b)
The annual Chapter report shall contain at a minimum, the following:
(1)
Names of the newly elected officers, their addresses, telephone numbers and other pertinent
contact information;
(2)
Current year's Chapter activities, programs and observances of Republic of Texas historical dates
which further the purpose, mission and goals of the SRT;
(3)
A financial statement listing major revenue and expenses, together with a photocopy of the
Chapter's December 31 bank statement(s); and
(4) Names of Members who have died in the past calendar year.
Section 2.4 - Rebate.
(a)
Each Chapter having submitted its annual report shall receive a monetary rebate as approved by the Secretary General.
(b)
The rebate shall be calculated at the rate of Six Dollars ($6) for each Dual, Regular and Life Member of their Chapter as of January 1.
Section 2.5 - Inactive Chapter Members.
(a)
Each year all Chapters shall contact and attempt to reinstate inactive Members.
(b)
A list of inactive Members shall be provided by the Membership
Committee to all Chapter presidents sixty (60) days before the Annual Meeting.
(a) A District shall be situated in a common geographic area;
(b)
The President General shall appoint a Member as a representative for each District ("District
Representative"); and
(c) The District Representative shall be sworn in at the Annual Meeting banquet.
Section 3.2 - District Representatives-Requirements, Duties and Quarterly Reports.
(a)
Requirements
The District Representative shall be a primary Member of a Chapter in the District,
unless the President General grants an exception.
(b)
Duties shall include:
(1) Contact each Chapter
president in his District at least once a quarter for the purpose of assisting the officers in promoting the SRT's purpose, mission and goals;
(2)
Assist in establishing and maintaining Chapters in his District;
(3)
Perform such other tasks as may be assigned to him by the President
General or the Second Vice President General; and
(4)
Attendance at no less than two (2 )Quarterly Meetings and the Annual Meeting.
(c)
Quarterly Reports
Each District Representative shall prepare and submit a written report to the Second Vice President General and the Office Manager no less than seven (7)
days prior to the Quarterly Meeting.
(1)
Reports shall
contain notable Chapter events, activities, programs and projects occurring during the previous quarter and upcoming events, activities, programs and projects.
(2)
Deliver a brief oral report at the Quarterly and Annual Meetings on the highlights of the District's most recent quarterly activities.
The official ribbon ("Ribbon") shall be a stripe of azure blue, approximately one inch (1") wide,
bound by a single parallel stripe of
white and red.
Section 4.2 - SRT Medallions.
The Medallion is a metal emblem struck
in the exact replica of the Insignia as set forth in Article III-Corporate Seal of
the Constitution.
(a)
Past and present
Executive Committee members and past or present presidents of Chapters may wear the Medallion, suspended from the Ribbon,
around their necks;
(b)
All Members may wear the Medallion suspended from the Ribbon, on the left breast
pocket of a dress coat; and
(c)
The Medallion Lapel Pin shall be worn on a Member's left lapel of a dress jacket.
Section 4.3 - Use of SRT Medallions.
(a)
Medallions should be displayed by Members at all SRT events and meetings;
(b)
The Medallion shall not be worn in any place where it would be inappropriate or could bring dishonor to the SRT or its Insignia; and
(c)
No casual wearing of the Medallion is authorized.
Section 4.4 - President General's Medallion.
(a)
The President General's Medallion shall be the Medallion, as set forth herein,
but with rays from a sunburst
surrounding it;
(b)
The Medallion shall be suspended from a ring of gold from
the Ribbon and worn around
the neck by the incumbent President General;
(c)
Past Presidents General shall wear the Medallion suspended from the Ribbon on the left
breast pocket; and
(d)
The Medallion shall be worn by the President General at all SRT events and meetings
and any other appropriate dress functions.
Section 4.5 - Approval for Insignia Use.
(a)
Any requested public use of the Insignia, which is not set forth in Section 4.3, shall be sent in writing, together with a drawing or prototype, for review by the Logo Committee;
(b)
The request shall be submitted no less than thirty (30) days prior to the next Quarterly Meeting;
(c)
The Logo Committee shall report the request of the proposed insignia
use together with its recommendation to the Executive Committee for approval at the next Quarterly Meeting;
(d)
Print: All Stationary letterhead and business card lettering and logos will be in Pantone
287 (Royal Blue); and
(e) Clothing: All clothing application must be approved by the Executive Committee.
A male eighteen (18)
years or older, who is a direct
lineal descendant of a resident of the Republic of Texas prior to
February 19, 1846, is eligible for membership upon submission of the appropriate
SRT membership application, payment
of the required fee and approval of the Historian General, Secretary General and President General.
Section 5.2 - Junior.
(a) A male under the age of eighteen (18) years who otherwise meets the requirements of Regular membership is eligible upon submission of the appropriate payment of required fee and application for review and
approval as set forth in Section 5.1.
(b) The application
shall contain the signature of the parent or guardian approving its submission.
Section 5.3 - Life.
A male who meets the requirements of Regular or Junior membership, as set forth in Section 5.1 and 5.2, respectively, is eligible to be a Life Member upon submission
of the appropriate application, if
applicable, and payment of the Life membership fee.
(a)
Regular Member
(1)
A Regular Member between the ages of eighteen (18) and forty (40) years, inclusive, shall tender the membership fee of Seven Hundred Fifty
Dollars ($750).
(2)
A Regular Member over the age of forty (40) shall tender the membership
fee of Six Hundred Dollars ($600).
(b)
A Junior Member shall tender a fee of One Thousand Dollars ($1,000).
Section 5.4 - Senior.
A Regular Member, who has reached the age of seventy (70) years, who is current with his dues and has been a Member for ten (10) years,
may apply in writing to the Administrative Assistant for Senior
membership. The Executive Committee, at its sole
discretion, is hereby authorized and
empowered to grant Senior membership.
Senior
Members shall be granted a 50% (percent) discount on their current annual
dues.
Section 5.5 - Posthumous.
Application on behalf of a male who died after March 30, 1922, and who meets the requirements of Regular or Junior membership is eligible. A nonrefundable
processing fee of One Hundred and Fifty Dollars ($150) shall accompany each
such application. A certificate
of membership and a grave marker shall be presented
to the family of each approved applicant.
Section 5.6 - Honorary.
(a) A male not meeting
the lineal descent requirement as set forth in Section 5.1, yet has furthered the purpose, mission and goals of the SRT and has rendered
other outstanding service to Texas,
may be considered for membership:
(1)
A Chapter may submit
to the Executive Committee a resume of the nominee outlining his accomplishments at the Winter Quarterly Meeting for discussion and approval by the Executive Committee.
(2)
The Executive Committee shall submit the nominee(s)'s name(s) at the next Annual
Meeting for Member vote.
(3)
There shall be no
limit on the total number of
Honorary Members on the SRT membership rolls; however, no more than three (3) Honorary Members may be elected at any Annual Meeting.
(b)
An Honorary Member cannot vote at any SRT meeting or hold any elective
office.
(c) An Honorary Member shall not remit annual membership dues.
(d)
This membership expires upon the death of the Member.
(e)
An Honorary Member's lineage shall not be used for SRT membership by his heirs.
(f)
An Honorary Member may serve on a committee.
Section 5.7 - Application, Fees and Annual Dues.
(a)
Applications.
(1)
All applications, whether original or supplemental, shall be signed, notarized and sent with the required fee to the Administrative Assistant. If approved by the Historian General, the application
shall be forwarded to the President General and the Secretary General for their approval and
signature.
(2)
One ancestor may be acknowledged by the SRT for each approved
application. A supplemental application shall be submitted to acknowledge an additional ancestor. A fee of Thirty
Dollars ($30) shall be required for
each supplemental application.
(3)
At the sole discretion of the Historian General, any application not providing
complete documentary proof of lineage as set forth herein shall be rejected.
(b)
Fees.
(1)
A nonrefundable processing fee of Seventy Five Dollars ($75) shall accompany each new application
for Regular or Life membership. If the applicant's
membership is approved, the pro-rata
portion of the current year's dues shall be waived.
(2)
A nonrefundable processing fee of Fifty Dollars ($50) shall accompany each
application for Junior membership. A Junior Member will not be liable for payment of annual dues and
shall not have the privilege of voting or holding office. Upon reaching the age of eighteen (18) and payment of the next
full year's annual membership dues, a Junior Member will automatically become a Regular Member of the Chapter with which
he is currently affiliated.
(c)
Annual Dues.
(1) Annual dues notices shall be mailed no later than October31.
(2)
Annual dues will be considered
delinquent and the Member's name shall be placed
on inactive status as of December31, unless extended by the Executive Committee.
(3)
A Member suspended for nonpayment of dues may be reinstated
by paying his current year's dues and a Fifty Dollar ($50) reinstatement fee. Upon request of the Member, the payment of the reinstatement fee may be waived by a majority vote of the
Executive Committee.
(4) The annual dues for Regular Members shall be Fifty Dollars ($50).
(5)
Any Member who
serves in the armed services or is called to active duty from the Reserves or National Guard shall be exempt from the payment of dues for the period of his active military service.
Section 5.8 - Transfers.
A Member may transfer his primary membership from one Chapter to another. Such transfers
shall be requested in writing and
submitted to the Office Manager.
Section 5.9 - Dual Chapter Affiliation.
(a)
A Member may hold multiple Chapter memberships. The request for such membership shall be submitted to the Administrative Assistant. Upon payment of a Six Dollar ($6 )fee, the Member's name
will be placed on the roster of the requested
Chapter.
(b)
A Dual Chapter Member cannot vote or hold elective office.
(c)
A Dual Chapter Member may serve on a committee.
Section 5.10 - Annual Meeting Fees and Voting.
(a)
Regular Members having paid their current annual dues, Life and Senior Members may vote at the Annual Meeting upon payment in advance of any required meeting fee.
(b)
Regular, Life and Senior Members must be present at the Annual Meeting to vote; no proxy vote may be cast.
(a)
Shall be the supreme administrator and
Officer over all SRT affairs and
functions, including committees and Chapters;
(b)
Preside at the Annual Meeting and Quarterly Meetings;
(c)
Call meetings at any
reasonable time or place within the
State of Texas, as he may deem necessary;
(d)
Appoint the chairmen of all Standing and Special Committees and shall approve all committee members selected by its chairman;
(e)
Countersign all checks in excess of One Thousand Dollars ($1,000) drawn against funds of
the SRT;
(f)
Represent the SRT at all statewide social events and meetings; and
(g)
Oversee, direct and supervise the Office Manager.
Section 6.2 - First Vice President General.
The duties of the First Vice President General:
(a) Plan the Quarterly Meetings and Annual Meeting
and report to the President General
for final approval of all events;
(b)
Preside over all meetings and perform
all duties of the President General
when the President General is absent or unable to serve; and
(c)
Perform such other duties as may be assigned to him by the President General or Executive Committee.
Section 6.3 - Second Vice President General.
The duties of the Second Vice President General:
(a)
Chair the Membership Committee;
(b)
Manage, assist and direct the District Representatives;
(c)
Preside over all meetings and perform all duties of the President General when the President General and the
First Vice President are absent or
unable to serve; and
(d)
Perform such other duties as may be assigned to him by the President General or Executive Committee.
Section 6.4 - Secretary General.
The duties of the Secretary General:
(a)
Insure that the
minutes of the Quarterly Meetings and Annual Meeting are recorded and
transcribed accurately;
(b)
Oversee the record keeping function of the SRT and report to the President General ways to improve said
function and secure said records;
(c)
Countersign all checks, in the absence of the Treasurer General; and
(d)
Perform such other duties as may be assigned to him by the President General or Executive Committee.
Section 6.5 - Treasurer General.
The duties of the Treasurer General:
(a)
Review all bank, brokerage and financial records and statements of all funds and assets of the SRT;
(b)
Prepare an itemized quarterly and annual report for
the President General and Executive Committee;
(c)
Maintain complete and accurate account of all expenditures made, which shall be likewise
reported;
(d)
Prepare and update an annual budge;
(e)
Sign all checks
drawn upon SRT funds and secure the countersignature of the President General
for all such checks in excess of
One Thousand Dollars ($1,000);
(f)
With oversight and approval by the President General, plan, review and manage all
investments and assets to maximize their safety and return;
(g)
Submit to the President General and Secretary
General a monthly statement showing
amount of cash on hand and an annual recapitulation of these
monthly reports; and
(h)
Perform such other duties as may be assigned to him by the President General or Executive Committee.
Section 6.6 - Historian General.
The duties of the Historian General:
(a) In a timely manner examine, approve or disapprove the applications by prospective Members regarding their genealogical eligibility;
(b) Submit reports of activities at the Annual Meeting and Quarterly Meetings; and
(c) Perform such other
duties as may be assigned to him by the President
General or Executive Committee.
Section 6.7 - Chaplain General.
The duties of the Chaplain General:
(a)
Open and close all meetings with an appropriate prayer;
(b)
Arrange and conduct a memorial service honoring deceased Members at each Annual Meeting;
(c)
Maintain the Chaplain General's section of the SRT Procedures Manual; and
(d)
Perform such other duties as may be assigned to him by the President General or Executive Committee.
Section 6.8 - Committeemen.
The duties of the Committeemen shall be to perform tasks as assigned by the President General.
The President General shall appoint Standing Committee chairmen as set forth in Article IX of the Constitution.
(a)
Archives Committee
The committee shall maintain oversight for safekeeping of the archives, records and
artifacts of the SRT.
(b)
Bylaws Committee
The committee shall review, report and recommend any proposed amendments to the
Constitution and/or Bylaws asset
forth in Article XVII of the Constitution, to the Executive Committee for consideration.
(c) Education Committee. The
committee shall:
(1)
Promote interest in the history of Texas with primary attention being paid to the
period of the Republic of Texas; and
(2)
Review Texas history books and teaching curriculum used in Texas schools to insure historical
accuracy.
(d) Finance Committee
The committee shall:
(1)
Be chaired by the Treasurer General;
(2) Assist Treasurer General in the managing and reporting of SRT finances; and
(3)
Advise and counsel the Treasurer General and President General in matters of investing and protecting assets of the
SRT.
(e)
Historical Dates Observance Committee
The committee shall promote and organize the observance
of Republic of Texas historical
dates and events by the SRT and its
Chapters.
(f) Hospitality Committee
The committee shall plan, arrange and provide refreshments and h'ordeuvres for social hours prior to the Quarterly
and Annual Meetings and other SRT activities
that provide and encourage socialization among the Members.
(g)
Information Technology Committee.
The
committee shall:
(1)
Maintain, edit and revise in formation contained on the SRT website
and social media sites, and keep all content current;
(2)
Provide technical assistance to Chapters and recommend discrepancies to the First Vice President General for
Executive Committee action; and
(3)
Recommend to the Executive Committee in formation technology policies and
guidelines for the SRT and Chapters, contained in the SRT
Procedures Manual.
(h) Logo Committee
The committee shall review requests for the use of the SRT Insignia and provide recommendations
to the Executive Committee for consideration.
(i)
Membership Committee
The
committee shall:
(1)
Be chaired by the Second Vice President General;
(2)
Promote the securing of new Members and review the membership rolls to insure they are being maintained in good
order; and
(3) Sixty (60) days
before the Annual Meeting, the committee shall forward to each Chapter
President a list of Members who are delinquent in their
dues, organize and oversee Chapter presidents to contact said delinquent Members and urge reinstatement.
(j)
Presidio La Bahia Award Committee
The committee shall:
(1) Plan and organize the annual ceremony at the Presidio La Bahia; and
(2) Coordinate the judging for the Presidio La Bahia Award.
(k) Publicity Committee
The committee shall publicize the SRT purpose, mission and goals by preparing appropriate information for the press and other agencies, covering the aims, activities, and accomplishments of the
SRT.
(1)
Summerfield G. Roberts Award Committee
The committee shall:
(1)
Be chaired by the First Vice President General;
(2)
Supervise the character,
strength and deeds of the residents
of Texas and the important events
during the years of the Republic of Texas;
(3)
Plan and arrange the annual Summerfield G. Roberts Award luncheon; and
(4)
Organize and promote the annual book sale at the annual award ceremony luncheon.
(m) The TexianCommittee
The committee shall write, review, edit and publish The Texian. The official publication of the SRT.
Section 8.2 - Reporting.
Committee chairmen shall:
(a)
Submit in writing quarterly reports to the Office Manager one (1) week in advance of the Quarterly Meetings containing committee action, activities and information of note; and
(b)
Submit in writing an annual report summarizing the year's activities to the
Administrative Assistant two (2) weeks
in advance of the Annual Meeting.
ARTICLE IX-KNIGHTS OF THE ORDER
OF SAN JACINTO ELECTION, INVESTITURE AND OFFICERS
Section 9.1 - Officers.
(a)
The Knights of the
Order of San Jacinto ("Knights") shall elect a Knight Commander, a
Secretary and such other officers as deemed
necessary.
(b)
The officers so elected shall be its Executive Committee.
Section 9.2 - Elections.
The election of a Member
to the Knights shall be in the following manner:
(a) Any Member or Chapter may submit in writing to the Executive
Committee, the name of one or more persons the Member or Chapter wishes to be considered for knighthood, together with a
statement of that individual's qualifications for the honor;
(b) At the Winter Quarterly Meeting, the Executive Committee may select no more than three (3) nominees from the resumes submitted;
(c)
Voting shall be by secret ballot only;
(d)
Each nominee selected must receive a two-thirds (2/3) vote by the Executive Committee;
(e) Following
the Executive Committee's vote, the Knight
Commander shall notify the Knights of the nominees;
(f) A three-fourths
(3/4) affirmative vote of the Knights responding shall be required prior to the nominees'
names being submitted for election at
the Annual Meeting;
(g) All secret ballots must be received and counted within thirty (30) days prior to the Annual Meeting; and
(h) The Secretary General shall submit the nominees' names at
the Annual Meeting. Any nominee who
shall receive a three-fourths (3/4) affirmative vote of Members shall be elected
as a Knight.
Section 9.3 - Investiture.
(a)
Investiture shall take place at the Annual Meeting banquet according to the ritual adopted, unless
circumstances require a different place and time;
(b)
Such meetings shall be open
to the Members; and
(c)
The Knight Commander
shall adopt and organize the ceremony for investiture of newly elected Knights
and adopt the regalia and insignia for its officers
and members.
Section 9.4 - Meetings.
(a)
An annual meeting shall be held following the Spring Quarterly Meeting.
(b)
Other meetings shall be held as deemed expedient by the Knight Commander.
Should no winner be selected for any award or category, the cash award lapses.
(a)
Chapter Archives Award:
(1)
The award is organized, planned and judged by the Second Vice President General and three District Representatives, chosen by him in accordance to the rules
and conditions contained in the SRT
Procedures Manual.
(2)
The award is selected and presented to a Chapter that best presents and chronicles
its last twelve (12) months' activities and best exemplifies the purpose, mission and goals of the SRT. The certificate and a check
in the amount of at least
One Hundred Dollars ($100) are presented at the Annual Meeting banquet.
(3)
From time to time, the Chapter Archives Award may be endowed
by a Member who can select an honorary name for the award with the prior consent and approval of the President General.
(b)
Distinguished Service Award:
The President General, at his sole discretion, may select a Member
to receive the award. The award
is bestowed to a Member who demonstrates outstanding and
exemplary service to the SRT during the year.
(c)
District Representative of the Year Award:
The award is bestowed upon the District
Representative who has selflessly executed his duties of office
and has gone beyond the call of duty to promote Chapter formation or reactivation, the recruitment or
retention of Members and promotion of the
purpose, mission and goals of the SRT. The District Representative of the Year is selected by the President General and the Second Vice
President General.
(d)
Educator of the Year Award:
The award is bestowed upon a teacher or administrator
of an accredited public or private school that has, by exceptional
and outstanding efforts or activities,
promoted the study of the history
and heritage of the Republic of Texas. Chapters
shall nominate eligible individuals inwriting
before the Winter Quarterly Meeting for Executive
Committee approval. The award is
bestowed at the Annual Meeting
banquet.
(e)
Lifetime Achievement Award:
(1)
The award is bestowed upon a Member who is recognized for his life's unmatched and
exceptional service, devotion, achievement and dedication to the SRT,
its purpose, mission and goals. No more than one Member shall receive this award annually. It may not be given posthumously, but the award will be
bestowed, if authorized before the
Member's death.
(2)
The committee shall consist of the President
General, First and Second Vice Presidents
General, Immediate Past President General and Knight Commander. The Member
is elected by four-fifths (4/5) vote
of the committee immediately following the Winter Quarterly Meeting.
(f)
Presidio La Bahia Award:
Literary awards may be
bestowed annually for an outstanding published book or paper dealing with the Spanish Colonial period of Texas. The firs place winner shall receive a check in the amount of at least One Thousand Two Hundred Dollars
($1,200) and the Presidio La Bahia medal. The second place winner shall receive a check in the amount of at least Five Hundred
Dollars ($500). The third place winner shall receive a check in the amount of at least Three
Hundred Dollars ($300).
(g)
Summerfield G. Roberts Award:
An annual award bestowed on an author of a book, paper or other literary
work best exemplifying and demonstrating the historical event(s) and/or personage(s) during the Republic of Texas as selected by the committee composed
of three of the most recent
available recipients and the First Vice President General. The awardee shall receive a check in the amount
of at least Two Thousand Five Hundred Dollars ($2,500) and the Summerfield G. Roberts medal.
(h)
Texas History Essay Contest Award:
A committee shall select the outstanding
essay from graduating seniors of an accredited
public, private or accredited home school. The
award is given during the
commemorative ceremony at the San Jacinto Battleground ceremony on April 21, by the chairman and the President General.
(i)
William Gordon Bachman Award:
The award is presented
annually to the Chapter that has experienced the largest percentage membership growth during the calendar year. This Chapter shall receive a certificate and a check in the amount
of at least One Hundred Dollars ($100). The presentation is made at the
Summerfield G. Roberts Award luncheon.
Section 10.2 - Honors.
(a)
President General's List
The President General, at his sole discretion, shall bestow this honor on a Member(s) for outstanding and exceptional service to the SRT during the calendar year. The certificate is presented during the Summerfield G. Roberts Award luncheon by the President General.
(b)
Veteran Medal
The Veteran Medal is available, at Member's cost, to any Member who served on active duty
in any branch of the United States
armed services, as evidenced by a copy of the individual's DD-214 or, similar qualifying documents or, is currently enlisted as evidenced by a
copy of the individual's government orders for assignment.
Section 10.3 - Certificates are issued by the Chapters upon request to the Office Manager.
(a)
Chapter Certificate of Appreciation
The Chapter Certificate of Appreciation is available to any Chapter for presentation to an
individual, organization or business that is supportive of the Chapter or the purpose, mission and goals of the SRT.
(b)
Eagle Scout Certificate
The Eagle Scout Certificate is available to any Chapter for presentation
to a Boy Scout who has earned the
rank of Eagle during the current year.
(c)
Texas Flag Certificate
The Texas Flag Certificate is available to any Chapter
for presentation in its community
to an individual or business
for exhibiting Texas spirit
by displaying the Texas flag on a daily basis.
The Executive Committee may employ an individual as Office Manager at the SRT corporate office. A condition of employment is the assurance by the
Office Manager of no conflict of interest with SRT and the agreement to
maintain the confidentiality of SRT information and verification of same by
signing a Confidentiality and Non-Disclosure Agreement.
Section
11.2. Office Manager Selection.
All applications for Office
Manager shall be reviewed by the President General for an initial selection; an
initial interview of selected applicant(s) may be conducted virtually or
in-person with the President General, First Vice President General, Immediate
Past President General and any other persons deemed necessary or helpful in
reviewing an applicant’s application. If a subsequent interview(s) of one or
more applicant(s) is/are deemed necessary, the President General, First Vice
President General and Immediate Past President General shall arrange for such
virtual or in-person interview(s). If one or more applicant(s) is/are selected
for final review, the Executive Committee shall make the final selection,
either virtually or in-person.
Section 11.3 - Duties and Responsibilities.
Duties and
responsibilities include:
(a)
Maintain the SRT books and records
(b)
Receive and respond to correspondence and communications.
(c) Accounts receivable and payables management and other
necessary SRT accounting functions including payment processing and
coordination with accounting firm to assure
timely payment of taxes;
(d)
Maintain and manage membership records.
(e)
Prioritize time to efficiently manage the office and the responsibilities.
(f)
Record and transcribe the minutes of the Quarterly and Annual Meetings
(g) Report office or operational issues to the President General or Executive Committee for resolution.
(h) Coordinate
with the Historian General in routing new applications through the approval process.
(i)
Prepare and forward certificates of membership to new Members.
(j) Assemble
articles and photographs for The Texian.
(k) Manage store operations including PayPal account.
(1) Manage temporary hires as necessary.
(m) Any other such duties as shall be
assigned to the Office Manager by
the President General.
Section 11.3. - Bonding.
The Office
Manager shall make a good and sufficient bond
in such sum and in such terms as may be decided upon by the Executive
Committee, the premium of which shall
be paid from the funds of the SRT.
Notification
of Members as required herein shall
be given by one or more of the following methods: US mail; email; facsimile; website posting or printed announcement in The Texian.
